Microsoft has recently relaxed their requirements for Windows Phone devices so besides the classic Nokia/HTC/Samsung/Huawei partners we are now seeing a lot of other brands going into Windows Phone.
And with dual SIM support introduced in Windows Phone 8.1, you can bet that the chinese ODM are jumping this boat. This is the case of romanian brand Allview, with it's Impera i model (the equivalent of Xolo Q900c sold in India).
